Safeguarding Policy Statement

Safeguarding Policy Statement

At ICE – Israeli Community Europe, we are committed to the safety, dignity, and well-being of every individual engaged in our programs—especially children, teens, and vulnerable adults. As a network of Israeli community centers across Europe, we promote safe, inclusive, and empowering spaces where our members can thrive.

Safeguarding is not only a legal duty—it is a shared moral responsibility.

Who We Are

ICE – Israeli Community Europe is a nonprofit network of Israeli community centers operating in cities across Europe. Each center is coordinated and supported by members of the local Israeli community and provides a wide range of cultural, educational, and social programs for Israelis living abroad. Our work focuses on strengthening Israeli identity, preserving Jewish heritage, and combating antisemitism while supporting Israeli families and individuals through local engagement.

Our Safeguarding Commitment

ICE – Israeli Community Europe is committed to:

  • Creating safe, welcoming environments in all centers and programs.

  • Preventing harm, neglect, abuse, or exploitation of any kind.

  • Raising awareness among our teams regarding safeguarding responsibilities.

  • Promoting respect, equality, and inclusive conduct.

  • Responding promptly and appropriately to any concerns raised.

  • Complying with all relevant local safeguarding laws, EU-wide policies, and data protection regulations (GDPR).

Most of our programs take place in person—at events, workshops, and local initiatives—but we also ensure safe communication and conduct online when applicable.

Working with Children and Vulnerable Individuals

Some ICE programs, such as youth activities or educational events, involve direct interaction with children and/or vulnerable adults. In such cases:

  • Safeguarding expectations are communicated during recruitment and onboarding.

  • Participants working closely with children may receive safeguarding training.

  • Background checks are conducted in accordance with local legal requirements and when the role demands it.

  • Parental consent is always required for minors participating in ICE youth or family programs.

Digital Safety

While ICE’s activities are primarily in-person, we occasionally use digital tools and platforms to share updates or facilitate community engagement. To ensure safety in these environments:

  • Staff and volunteers follow clear guidelines for digital communication.

  • Direct, unsupervised private messaging with minors is not allowed.

  • Families are encouraged to monitor and participate in online activities involving minors.

Transparency and Access

ICE’s safeguarding documents, including policies and internal procedures, are available to all staff and volunteers and can be shared with community members upon request. We are committed to transparency and continuous improvement in safeguarding across all our centers.

A Shared Responsibility

We believe safeguarding is a shared commitment. Every staff member, volunteer, parent, and participant plays a role in creating and maintaining a safe community environment. Through collaboration and accountability, we ensure our community spaces are respectful, inclusive, and secure for all.
